Publish Date: 2001-08-01
Features: The goal of this book is: 1) to propose an economic analytical framework for environmental policies and environmental policy innovation, and reflect the general process of environmental policy innovation based on this framework; 2) to propose directions and models for environmental policy innovation based on the aforementioned framework, combined with the specific practices of environmental protection management in China. The basic argument of this book is that environmental policy innovation is a key approach to improving environmental performance, and the general of environmental policy innovation is not the allocation of environmental rights and interests. Therefore, the main approach to environmental policy innovation is the reallocation of environmental rights and interests, i.e., shifting from "government-controlled environmental policies" to "social-balanced environmental policies." In terms of specific research paths, this book proposes propositions for environmental policy innovation from two sources: 1) real-world environmental issues and environmental policy evaluation; 2) institutional economic analysis methods and research, particularly institutional innovation theory. The book is divided into five chapters, each discussing the theoretical and practical aspects of environmental policy innovation.
