Features: In the fight against corruption, the Party's disciplinary inspection organs, supervisory organs, procuratorial organs, and other agencies bear arduous and heavy tasks. The masses have given strong support to the anti-corruption campaign, serving as the source of its strength. The masses have provided a large number of case clues to the specialized agencies, solving the issue of case sources for anti-corruption efforts. They have also made every effort to assist in investigations, supervision, and urging specialized agencies to handle corruption cases, thereby promoting the in-depth development of anti-corruption work. The key to combating and preventing occupational crimes lies in supervision. Reporting is an effective form of public supervision in combating corruption. Since 1988, when prosecutors in Shenzhen established the first reporting center, a nationwide reporting network system has been built, forming a complete work mechanism. Reporting has become a sharp weapon for citizens to fight against illegal activities, playing a significant role in preventing and punishing corruption:
First, it widely publicizes policies on preventing and combating corruption, spreads legal knowledge and reporting common sense, and generally enhances citizens' enthusiasm for exercising their rights, actively supporting and participating in anti-corruption efforts.
Second, it provides specialized agencies with a large number of case clues. Statistics show that more than 80% of corruption and crime cases handled by procuratorial and disciplinary inspection organs originate from reports.
Third, it strengthens the investigation and punishment of corruption, forming a strong deterrent against corruption.
Fourth, the vast reporting network constitutes a broad social supervision system, establishing dynamic monitoring of corruption with good preventive functions, effectively curbing, preventing, and reducing corruption.
Years of practice have fully proven that reporting is an effective form of anti-corruption in the current stage. General Secretary Jiang Zemin once gave full recognition to reporting: "One important experience in the recent anti-corruption campaign is to firmly trust and rely on the masses, combining mobilizing public reporting with specialized agencies handling cases according to law. The advantage of this approach is that it helps identify problems and ensures order. This experience must be continued. Attention should be paid to protecting reporters, and those who have made contributions through reporting should be commended and encouraged." This is both the highest praise for reporting work and a heartfelt expectation for it.
However, practical life and work have shown that on one hand, many cadres and the public strongly support anti-corruption efforts but lack a deep understanding of reporting. They do not know the policies and relevant laws regarding anti-corruption, and those who wish to report do not know how to do so or how to protect themselves effectively while reporting, only to face retaliation. Some reporters have even sacrificed their precious lives. On the other hand, some cadres, after being reported, do not know how to respond, and those with issues try to resist reporting by all means, even investigating and retaliating against reporters. As a result, not only are the rights of reporters infringed, but they also fail to receive leniency because they did not confess to their issues in time, instead facing harsher penalties for infringing on reporters' rights. Cadres without issues, when subjected to malicious or unfounded reports, do not know how to protect their legitimate rights and suffer unjust accusations, yet they do not know how to clear their names or free themselves from the burden of malicious reporting.
Therefore, it is very necessary to continuously strengthen the publicity of reporting and comprehensively popularize reporting common sense and legal knowledge. For this purpose, we have specifically compiled this reporting knowledge manual, hoping to encourage cadres and the public to effectively use reporting methods to bravely fight against corrupt individuals, thereby creating a positive social atmosphere for supervision and prevention of corruption. At the same time, it aims to prompt cadres and the public to enhance self-protection when reporting, avoiding retaliation for anti-corruption efforts. Additionally, it helps innocent cadres avoid various forms of harm due to malicious or unfounded reports.
