For a nation, the ocean is the lifeline of survival and prosperity. Additionally, this part provides an overview of the status of marine resources and related marine environmental issues related to their development and utilization.
Part 2 is divided into seven chapters, providing an in-depth and detailed introduction to the current status of the development and utilization of marine biological resources, marine mineral resources, marine water resources, marine energy resources, port resources, marine spatial resources, and marine tourism resources. It covers existing problems, governance and conservation efforts, development prospects, and strategic ideas for their development and utilization.
Part 3 is divided into five chapters, offering a comprehensive evaluation of marine resources, pointing out China's advantages and disadvantages in marine resources. It discusses the combination and zonal division of China's marine resources, introduces the current status and issues of marine development and utilization, explores ways to overcome weaknesses in marine development and advance the development of marine industries, analyzes and studies China's strategic goals for marine development and the approaches to its strategic layout for marine development. In the end, it discusses the basic principles for formulating China's marine policies, the specific marine policies China should implement, and the necessity of strengthening marine management. It proposes a marine management model that combines central and local administration, integrates comprehensive management departments with industry-specific departments, prioritizes comprehensive management, and adopts a combination of centralized and decentralized approaches.
