1. To meet the needs of China's opening-up and to enable domestic and international individuals to comprehensively and accurately understand China's foreign-related laws and administrative regulations, the State Council Legal Office of the People's Republic of China compiled this collection.
2. This collection gathers 55 legal documents enacted by the National People's Congress or the Standing Committee of the National People's Congress, as well as administrative regulations formulated by the State Council (hereinafter referred to as "regulations") in 2004. The collection is divided into six categories: Constitutional Law, Civil and Commercial Law, Administrative Law, Economic Law, and Social Law, with several sub-items under each category.
3. The collection is arranged by category, with laws listed before regulations, and both laws and regulations organized in chronological order of their issuance.
4. The English translations of the laws included in this collection are provided by the Legal Affairs Commission of the Standing Committee of the National People's Congress; the English translations of the administrative regulations are translated and reviewed by the State Council Legal Office. Experts who participated in the review of the English translations of the administrative regulations include Shen Qiuchao, Ren Xiaoping, Wu Zhonghao, Zhang Changlin, and others.
5. In cases where the English translation of a regulation in this collection differs from the Chinese original, the Chinese version shall prevail.
6. During the compilation and translation process, the State Council's relevant departments and other parties provided strong support and assistance, for which we express our sincere gratitude.
