Features: The "Property Management Regulations" (hereinafter referred to as "the Regulations") were passed by the State Council at its 9th executive meeting on May 28, 2003, and were promulgated by the State Council of the People's Republic of China as Order No. 379 on June 2003, coming into effect on September 1, 2003. To facilitate in-depth study of the Regulations and to ensure accurate understanding and grasp of the basic principles and systems established by the Regulations, the Intellectual Property Publishing House was commissioned by relevant departments of the Ministry of Housing and Urban-Rural Development and the General Office of the State Council for Rule of Law to publish "Interpretation of the Property Management Regulations" (hereinafter referred to as "the Interpretation"). The Regulations is China's first administrative law on property management. Its promulgation and implementation play a very important role in standardizing property management activities, safeguarding the legitimate rights and interests of owners and property management enterprises, and improving the living and working environment of the public. At the same time, it marks the legalization of property management in China. The Regulations consists of seven chapters and 70 articles, providing clear stipulations on issues of public concern, such as owners and the owners' assembly, preliminary property management, property management services, the use and maintenance of property, as well as legal responsibilities. The Interpretation was jointly compiled by experts and relevant personnel who participated in drafting various parts of the Regulations, organized by the Agricultural Resources and Environmental Protection Law Department of the General Office of the State Council for Rule of Law, the Policy and Regulations Department of the Ministry of Housing and Urban-Rural Development, and the Department of Housing and Real Estate Industry. It provides authoritative interpretations of each article of the Regulations, necessary explanations of the legislative background, significance, and related concepts, and includes relevant laws, regulations, rules, and normative documents at the end of the book. The Interpretation serves as an essential reference for administrative departments for real estate at all levels, property management enterprises, real estate development enterprises, property management professionals, and owners. It is also an important training textbook for legal professionals and the general public to study and master property management regulations.
