Features: Western "humanitarian intervention" has been one of the most controversial theories and practices in international relations since the 1990s. The "9/11" event pushed "anti-terrorism" to the center of the international stage, and "humanitarian intervention" seemed to be overshadowed by the "war on terror." However, in reality, "humanitarian intervention" has crossed "9/11" and continues to be the basic ideology behind military interventions by the United States and other Western countries. The "war on terror" has not only raised the frequency and scale of U.S. foreign interventions to unprecedented levels but has also further expanded and extrapolated the underlying "humanitarian" justifications.
