Originally, in the early stages of restoring the legal system, the high status of law in people's minds made legal scholars reluctant to openly discuss the issue of legislative conflict. However, later on, as this problem became more prominent in the process of administrative law enforcement and judicial proceedings, many ordinary people encountered such issues in their daily lives, and newspapers and media outlets continued to report on them. Legislative conflict is no longer a matter of whether we are willing to talk about it, but has reached the point where we must find solutions! This book is a research project of the Ministry of Justice. It first introduces and describes various phenomena of domestic legislative conflict in China with detailed data, then thoroughly analyzes the causes and pros and cons of the current conflict situation, and finally, combining China's legislative practices and comparing with the approaches of other countries, proposes suggestions for legislative countermeasures to resolve domestic legislative conflicts in China.
