A progesterone level below 10, and two blood hCG tests taken 24 hours apart, with non-doubling results in these two tests, would suggest ectopic pregnancy. If ectopic pregnancy is confirmed, if the levels do not double with conservative treatment, it indicates poor treatment effectiveness, and surgery would be required, as conservative treatment would not be suitable.
