Features: In April 2004, the Organization Department of the CPC Central Committee promulgated the revised "Outline for Open Selection and Competitive Appointment Examinations of Party and Government Leaders" (hereinafter referred to as "Outline"). This is the standard and basis for the open selection and competitive appointment examinations and assessment work of party and government leaders nationwide. The promulgation and implementation of the "Outline" is an important measure to implement the CPC Central Committee's requirements for strengthening the Party's governing capacity, implementing the strategy of building a strong nation through talent, deepening the reform of cadres and personnel systems, and building a high-quality cadres team. It is of great significance for further standardizing open selection and competitive appointment examinations and promoting the open selection and competitive appointment system. The revised "Outline" has the following four prominent features:
1. It fully reflects the important content of the "Three Represents" important thought and the spirit of the 16th National Congress. The "Outline" has specifically added the content of the "Three Represents" important thought in the political section of the public subject written examination. The knowledge points of each subject have been comprehensively revised and improved based on the report of the 16th National Congress, the "Decision" of the Third Plenary Session of the 16th Central Committee, the "Decision of the CPC Central Committee and the State Council on Further Strengthening Talent Work," and the "Amendment to the Constitution of the People's Republic of China" adopted at the second session of the 10th National People's Congress.
2. It highlights the requirements for testing the ability and quality of cadres. The revised "Outline" has added assessment elements for the public subject written examination and the professional subject written examination, and has adjusted and improved the assessment elements for the interview. By appropriately increasing the proportion of subjective questions in the written examination and adopting evaluation center techniques in the interview, it emphasizes the testing of leadership ability and quality, especially the ability to solve practical problems in leadership work.
3. It absorbs and learns the new experiences and achievements of recent years in the open selection and competitive appointment examinations and assessment work of cadres. It summarizes and absorbs the successful experiences and new research findings in the recent open selection and competitive appointment examinations and assessment work of cadres, and learns from advanced methods of selecting senior civil servants abroad. It has improved the structure of the written examination papers and the assessment methods and techniques for the interview section, as well as the implementation procedures.
4. It strictly implements relevant regulations such as the "Regulations on Cadre Appointments." The revision strictly adheres to the relevant provisions of the "Regulations on Cadre Appointments" regarding open selection and competitive appointment, and has revised and adjusted the content of the scope of application and organization and implementation of the "Outline." It is aligned with the "Regulations on Cadre Appointments," the "Interim Provisions on the Work of Open Selection of Party and Government Leaders," and the "Interim Provisions on the Work of Competitive Appointment in Party and Government Organizations," with more standardized and accurate content and wording.
To help candidates comprehensively and accurately master the revised content of the "Outline" and prepare for the examination in a targeted manner, we have made significant revisions to this book. This book has the following features:
1. It is strictly based on the "Outline" for writing. This book provides detailed analysis of each knowledge point listed in the "Outline," which is beneficial for candidates to comprehensively and quickly master the examination content, as well as to improve the efficiency of preparation.
2. It has up-to-date content. Given that the "Three Represents" important thought and the report of the 16th National Congress are important content for political study at all levels of party and government leaders and also account for a considerable proportion in the open selection examination of party and government leaders, this book not only provides detailed explanations of these two parts but also adopts new expressions for the relevant knowledge points listed in the outline and supplements new content. At the same time, the content of the "Government Work Report of the 2004 Two Sessions," the "Constitutional Amendment of 2004," and the "Third Plenary Session of the 16th Central Committee" are included as "Revised Supplementary Content" separately at the end of the book for targeted review.
3. It accurately and systematically summarizes the key points and patterns of examination questions in recent years across the country, and has carefully compiled a large number of highly targeted synchronous test questions and full-scale mock examination papers, which are beneficial for candidates to enhance the targeting and practicality of preparation, achieving twice the result with half the effort.
Due to the tight schedule of writing, this book may inevitably have some shortcomings and errors. Here, we sincerely hope for the criticism and correction from leaders at all levels, experts, scholars, and readers.
