Difficulties and Countermeasures in Social Insurance Management Work: 2002 Survey Report Collection of Social Insurance Operational Agencies Nationwide

Features: To summarize experience and continuously improve work, the Labor Ministry Social Insurance Management Center carried out a nationwide research campaign in 2002 in accordance with the Central's call for the "Year of Changing Work Styles and Research" and the Ministry Party Committee's "Three Grasps and One Strengthening" requirements. The grassroots social insurance agencies responded enthusiastically, organizing the campaign meticulously and fostering a strong spirit of research. The campaign achieved significant results. First, the participation was extensive. Both colleagues from provincial and municipal agencies and those from district and county agencies participated in the research and wrote reports. Many provincial-level agencies' main leaders personally engaged in the research and report writing while handling their heavy operational tasks. Second, the scope was broad. The research reports submitted from various regions covered many aspects, including the construction of social insurance systems, expansion and collection, social management services, information system development, and the self-improvement of operational agencies. They encompassed multiple insurance types such as pensions, medical insurance, work-related injury insurance, maternity insurance, as well as civil servant and rural pension insurance. Third, the quality was high. A considerable number of research reports featured accurate topic selection, clear understanding of the situation, thorough analysis of problems, and practical recommendations, offering strong reference value for improving work and refining policies. For example, many good suggestions and opinions were proposed regarding issues like interrupted social insurance relationships, strengthening medical insurance management services, accelerating the social management of retirees, and the construction of the "Golden Shield" project, which provided valuable insights for improving work in their regions and even nationwide.
