Features: Fairness and efficiency are the themes of the people's court's work. The degree of realization of fairness and efficiency depends on four factors: first, the national judicial system; second, the social rule of law culture; third, the quality of judges; and fourth, the level of judicial management. Among these four factors, the role of the judicial system and the social rule of law culture in fairness and efficiency is indirect; the quality of judges and the level of judicial management play a direct and decisive role in the realization of the theme of fairness and efficiency. Among the four determining factors of fairness and efficiency, judicial management is the most active, most critical, and most variable factor. High-level judicial management can compensate for defects in the judicial system that are unfavorable to fairness and efficiency, effectively overcome the negative components in the social rule of law culture that are unfavorable to fairness and efficiency, and to the greatest extent limit the impact of judges' negative qualities, to the greatest extent tap into the potential of judges, and even double the efficiency of judicial human resources. Management has now become a prominent discipline in the social sciences. In Western societies, managers, as professional management talents, have become a prominent social class. The essence of the managerial revolution is actually the management revolution, and the emergence of the managerial revolution is both a product of Western social and economic development and the result of the flourishing of management studies. The management methods and experiences of Western companies have been widely infiltrated into the management of various organizations, especially political management and government management.
