Features: The "Regulations on the Practice of Rural Doctors," passed by the 16th Executive Meeting of the State Council, consists of 6 chapters and 49 articles, covering General Provisions, Professional Registration, Code of Practice, Training and Assessment, Legal Liability, and Supplementary Provisions. It came into effect on January 1, 2004. The purpose of formulating this regulation is to improve the professional ethics and competence of rural doctors, strengthen the management of rural medical practice, protect the legitimate rights and interests of rural doctors, and ensure villagers access to primary health care services. According to the regulation, medical education institutions with academic qualification qualifications shall, in accordance with relevant state regulations, carry out medical academic education tailored to rural needs, training applicable health personnel for rural areas. The state encourages rural doctors to learn basic knowledge of traditional Chinese medicine and apply TCM skills to prevent and treat diseases; encourages rural doctors to obtain medical professional degrees through medical education; encourages eligible rural doctors to apply to participate in the National Medical Qualification Examination; encourages individuals with a practicing physician qualification or a practicing assistant physician qualification to establish village health care institutions or provide preventive, health care, and medical services to villagers in village health care institutions.
