Features: "Research on the Total Balance of Grain Supply and Regional Layout Adjustment in China" is a research project assigned by the Ministry of Agriculture. Based on an in-depth study and analysis of the current situation, trends, and major factors influencing the supply and demand of grain and its varieties in China in recent years, the research team clearly identified the "four imbalances" in the current grain production and consumption structures. Further, it proposed the goals, priorities, sown areas, and the critical line for grain production in the short to medium term (2005 and 2010) for the eastern, central, and western regions, along with the concept of a "core and two wings" regional layout for grain production (with the central region as the core and the western and eastern regions as the "wings"), policy recommendations, and countermeasures. These findings hold significant practical implications for ensuring the balance of grain supply and demand in China and guiding strategic structural adjustments and industrial development.
The research team employed a multi-factor comparative advantage index analysis method to study the total output, yield per unit, commercial volume, economic benefits, and comprehensive comparative advantage regions for rice, wheat, and corn in China's eastern, central, and western regions. The study considered economic benefits and commercial volume indicators, thereby strengthening the connection between the comprehensive comparative advantage index and the economic benefits of grain production as well as the capacity for commercial grain production, enhancing the scientific validity and feasibility of the research results.
On this basis, the research team conducted a case study on the issue of adjusting the crop planting structure in the Huang-Huai-Hai region, a major grain-producing area in China, with a focus on grain crops. The team conducted an in-depth analysis of the sharp contradictions between the constraints on crop development and water resources, clarifying the necessity, direction, and priorities of crop planting structure adjustments in this region, as well as the pathways and measures for adjusting planting patterns. The findings of the study provide guiding recommendations for the sustainable development of agriculture in the Huang-Huai-Hai region.
