Features: The "SARS" epidemic that occurred in the first half of 2003 had a profound impact on various aspects of China's economy, society, politics, and more, leaving us with broad space for reflection. "SARS" was not only a major public health crisis but also a public emergency. Subsequently, the global avian flu and foot-and-mouth disease outbreaks further compelled people to attach great importance to the emergence or potential of social crises. Resolving public emergencies cannot be separated from the government, nor can it be without the support of public finance. "Public Finance and Public Crisis—Reflections Inspired by SARS" reflects on the shock, insights, and lessons we gained from "SARS" from the perspective of public finance. Although it may seem somewhat rudimentary, we hope to present our reflections to colleagues from all walks of life for exchange and discussion, in the hope of sparking further insights.
