Features: The book provides an in-depth theoretical analysis of the allocation methods of state-owned capital, the stock structure of state-owned capital, the performance of state-owned capital, and the property rights foundation for adjusting the stock structure of state-owned capital, proposing an ideal model for the optimal allocation of state-owned capital. It also offers basic ideas and specific approaches for resolving financial crises faced by state-owned enterprises and reconstructing the bank-enterprise relationship. The book combines normative and empirical analysis, effectively integrating theoretical and policy analysis. Additionally, it uses a wealth of statistical data and charts to illustrate its points. The appendix at the end introduces the management of state-owned enterprises in Western countries such as France, Italy, Austria, and Japan, providing valuable insights and broadening perspectives.
Excerpt: It exposes and analyzes many contradictions in the economic operation, and it extrapolates and designs a "future society," which is considered a "league of free individuals"①. In this society, people collectively own the means of production, participating in both management and labor. The social labor is planned and proportionally allocated to each production stage. This reflects a beautiful aspiration for public ownership. According to Marx and Engels' vision, the economic operation system of the "future society" exhibits the following major characteristics: , built on the foundation of highly developed productive forces, it implements the common ownership of the means of production by all members of society, with resources consciously allocated according to social needs, directly planned and controlled by a central authority over the society's production resources; second, the process of social reproduction is carried out through unified coordination across the entire society, making the whole society resemble a large factory. There are no independently operating enterprises connected by commodity-money relations, but only grassroots production units within the large factory as the economic activities of social reproduction, such as the workshops of the large factory. These production units own the means of production collectively, possess property rights, and their production targets, methods, and production recipients are all determined by the plan; third, after the necessary reproduction accumulation and deduction of public consumption, personal consumer goods are distributed according to the amount of labor each person provides. Therefore, the accumulation subject of social reproduction is a single entity—the social production control and management center. There is no contradiction between the scale of its accumulation and the distribution of personal consumer goods, or any contradiction that cannot be automatically resolved to achieve balance.
Postscript: Based on the research report of the project "Adjustment and Optimal Allocation of the Stock Structure of State-Owned Assets" (a youth project funded by the academic foundation), and incorporating the opinions of the project review experts, this book has been revised and expanded. We are grateful to the renowned economist Professor Jiang Xiumo for kindly writing the preface, which enhances the book's value.
