Some documents issued by leading authorities may suggest flexibility by phrases like "for reference by localities" or "may be used for reference," or provide specific guidance on the business and affairs of lower-level agencies, thus demonstrating a guiding role.
Postscript: The publication of this book has incorporated the efforts of leaders, teachers, and friends—it is a product of collective wisdom. The idea of compiling a standard administrative document reader was promoted by Teacher Yu Chengkun. As one of the main responsible persons of the Compilation Committee for Common Administrative Documents in Mainland China, Hong Kong, Macao, and Taiwan, Teacher Yu not only successfully organized and hosted two high-level academic seminars in Shanghai and Hong Kong but also, to encourage younger scholars, entrusted me with the task of compiling China Standard Administrative Documents. In 1996, while Teacher Yu was giving lectures in Hong Kong, he wrote to me multiple times, outlining the overall framework of this book. When I visited Hong Kong for a conference in December, he provided detailed inquiries and specific guidance on its content, such as the "Explanation" text for each chapter, which he finalized for me in Hong Kong. Due to teaching responsibilities, administrative tasks, and household commitments, I wrote the manuscript intermittently and progress was slow. Whenever I considered giving up, Teacher Yu always encouraged me enthusiastically, boosting my confidence and helping me persevere.
By mid-April 1997, the manuscript was completed. Teacher Yu then personally invited relevant experts in administrative document studies from across the country, along with colleagues from Fudan University Press, to review the book carefully at the Xinxin Hotel in Hangzhou. It can be said that without Teacher Yu’s consistent love, encouragement, and guidance from the beginning, this book would not have reached the readers. During the writing and review process, this book received the care, support, and strong assistance of Professor Zheng Xiaoming, a renowned chemist and president of Hangzhou University; Comrade Yu Wenhua, director of the Zhejiang Provincial Party Committee Office; Comrade Ye Ming, deputy director of the Zhejiang Provincial Party Committee Office; Professor Xiao Ruifeng, head of the Chinese Department at Hangzhou University; and my dear friend, Comrade Lian Zhenquan of the Industrial and Commercial Bank of Wenzhou Wenhai District. I extend my sincere gratitude to them all. I also sincerely thank the leaders and experts who reviewed the book, as well as Comrade Li Xin and Comrade Li Changyuan for writing the preface. I am grateful to the leaders and editor-in-chief Du Ronggen of Fudan University Press.
The title of this book is China Standard Administrative Documents. The word "standard" here is relative—it simply means that the book was written strictly according to the relevant provisions of the Measures for the Processing of Administrative Documents issued by the General Office of the State Council, aiming to achieve a relatively standardized form. Due to the urgency of time and my limited knowledge, there may be errors or omissions in the book. In particular, some sample documents are not entirely "standard," and I myself am not fully satisfied with them. I feel deeply ashamed of this and sincerely request criticism and corrections from experts and fellow scholars.
