However, since the CPC had already become the dominant force in the domestic situation by the second half of 1947, the Soviet Union also shifted the focus of its China policy to the CPC. China-Soviet party relations then became the primary driving force behind bilateral relations. Therefore, the second half of the book focuses on party relations as the main thread and national relations as the secondary thread. The basic content of the book unfolds along the above threads. The book dedicates significant space to explaining the Northeast Issue. This is because the Northeast was the focal point of competition among the PRC, the Kuomintang (KMT), and the Soviet Union after World War II, and the Northeast Issue was the core of post-war China-Soviet relations.
