Similarly, without understanding U.S. domestic politics and the debates over strategic defense and strategic offense, one cannot establish an objective understanding of the "U.S. context" of the current program. From a horizontal perspective, the book covers several fields such as international arms control, international missile control mechanisms, U.S.-Russia relations, U.S.-Europe relations, U.S.-China relations, and East Asian security. The author hopes to provide a relatively comprehensive discussion on the impact of the missile defense program on international security.
