Part 2, on the other hand, discusses the construction of the program system, which is the main connotation of the macro-level norms of programs. It is not only an active reflection of society's needs for news broadcasting programs but also more directly restricts the specific planning, production, and broadcast activities of various programs compared to the socio-economic and cultural environment. In this sense, it is an extension of the fundamental prerequisites and the direct prerequisite for specifically regulating various programs. The third part then specifically explores issues related to how to regulate various types of news programs.
