Features: The "Standards and Specifications for the Collection, Use, and Management of Urban Sewage Discharge Fees" were approved by the State Council's 54th Executive Meeting on January 30, 2002, and were promulgated. They came into effect on July 1, 2003. The main target readership includes: various levels of environmental protection bureaus, quality and technical supervision bureaus, environmental management departments, environmental law enforcement departments, wastewater treatment plants, wastewater discharge stations, waterworks, centralized wastewater and garbage treatment units. Large, medium, and small enterprises, chemical plants, hospitals, residential communities, public management departments, municipal supervision bureaus/committees, and libraries, among others.
