Features: The "Civil Servant Law of the People's Republic of China" has recently been promulgated and will take effect from January 1 next year. It is the first comprehensive legal document for cadre and personnel management in our country since its founding 50 years ago, marking a milestone in the legalization of cadre and personnel management. It holds profound and significant implications. One of the key procedures for recruiting civil servants is the examination, which serves as an important technical means for selecting the most qualified candidates. The examination content is designed based on the basic competencies required of civil servants and the different categories of positions, conducted among those who have passed the preliminary qualification review. The purpose of the examination is to assess the knowledge level and qualities and abilities of candidates that meet the requirements of the position. With the continuous improvement of the examination system, the methods of the examination have become increasingly diverse. In China, the main methods for recruiting civil servants are written tests and interviews.
The written test assesses candidates' cultural and professional knowledge levels, text analysis and interpretation skills, comprehensive analytical abilities, and thinking abilities through standardized questions and written answers. The main subjects of the written test include "Administrative Professional Ability Test," "Public Administration," and "Basic Public Knowledge." The examination content consists of public subjects and professional subjects. Public subjects are determined by the central civil servant administrative department, while professional subjects are determined by the central civil servant administrative department in conjunction with provincial civil servant administrative departments or central first-level relevant employing departments according to the requirements of different positions. In recent years, the scientific rigor of civil servant recruitment examinations has continuously strengthened, and the difficulty has correspondingly increased. The question bank has also become increasingly refined. The requirements for candidates' ability to understand and apply knowledge have been raised, and the distribution of questions testing understanding, application, and comprehensive abilities has become more rational. The difficulty of the questions follows a normal distribution, with medium-difficulty questions becoming more prevalent, enhancing the discrimination of the examination.
The interview involves direct interaction between examiners and candidates or placing candidates in specific simulated scenarios for observation, comprehensively evaluating their qualities, abilities, and other aspects. Each interviewer has the authority to independently judge and score candidates, effectively preventing and avoiding arbitrary or erroneous selections in talent recruitment. The content of the interview is broad, and innovative methods are constantly being introduced. The main content of the interview includes: comprehensive analysis ability, alignment of job motivation with the target position, language expression skills, adaptability, planning, organization, and coordination abilities, interpersonal awareness and skills, emotional control ability, and demeanor and etiquette—factors that cannot be reflected in the written test. The main methods include structured interviews, leaderless group discussions, and psychological tests, among others. The specific assessment criteria and methods for the interview are determined by the recruitment administrative department.
To ensure that the recruitment examination maintains unity while adapting to the classification of civil servant positions, making it more scientific and targeted, the "Civil Servant Law" proposes that the examination content be set based on the basic competencies required of civil servants and the different categories of positions. Basic competencies are the general knowledge and qualities that civil servants must possess to perform their duties. Both the public subjects in the written test and the interview are designed to assess these competencies. Therefore, a well-designed examination guide with a scientific structure, comprehensive content, balanced difficulty, and no of key knowledge points will undoubtedly give you an edge in the examination.
