Features: The development of the service industry is a process where many internally oriented, non-trading service activities are transformed into externalized, trading activities. In this sense, the service industry has a natural connection with a highly marketized economy. Empirical analyses in a large body of literature indicate that the development level of China's service industry is relatively low and does not match its rapidly growing economy, largely due to institutional barriers. In the expansion of the service industry, the role of the government is crucial. Government regulation determines market entry opportunities and shapes market structure as well as the level of competition. Currently, the government's regulation of service industry development exhibits both "overreach" and "gap," leading to widespread industry monopolies in the service sector, such as in healthcare and education, which suppress the development of modern services. Additionally, the consumption system is underdeveloped: there is significant mixing of public and private spending on service products, with many services being paid for by public funds, thus distorting the market prices of service products. Therefore, to advance the development of modern services, efforts must be focused on overcoming institutional barriers and promoting the marketization of the service industry. In summary, vigorously promoting the development of modern services involves numerous theoretical and practical issues, requiring comprehensive and systematic in-depth research by theoretical scholars. This study preliminarily explores the development of modern services from various perspectives.
