Features: In order to regulate the procedures for selecting and appointing cadres, improve the quality of cadre selection and appointment, strengthen the construction of leading bodies, and curb unhealthy practices and corruption in personnel management, the Central Committee of the Communist Party of China issued the "Regulations on the Work of Selecting and Appointing Party and Government Cadres." The "Regulations" state that open selection and competitive promotion are among the methods for selecting and appointing party and government cadres. Open selection is conducted publicly, while competitive promotion is carried out within the unit or system. Open selection generally involves two procedures: written examinations and interviews. First, candidates undergo written examinations, and then the highest-scoring candidates among those who pass the written exams are selected for interviews. Finally, qualified personnel are recruited based on the combined scores of both written and interview examinations. Competitive promotion, on the other hand, typically selects qualified personnel directly from within the unit or system through presentations and defenses.
