Features: Reducing the burden on farmers and increasing their income is a major issue facing the Chinese government and society at present. Since the 1980s, the burden on Chinese farmers has continuously increased, severely affecting their enthusiasm for agricultural production. The issue of farmer burden has become a key factor influencing China's economic development and rural social stability. This book proposes corresponding policy recommendations from aspects such as implementing a balanced urban-rural rural public product supply system, reforming the extralegal cost-sharing system for rural public products, reasonably defining the responsibilities of different levels of government in providing rural public goods, establishing a rural public finance system, establishing a rural public choice mechanism, improving the supervision mechanism for rural public resources, and innovating the rural public product supply mechanism. The book consists of five parts and nine chapters: Part one analyzes the composition, current situation, and characteristics of farmer burden; the second part provides a general theoretical analysis of rural public products; the third part, chapters 4-7, mainly conducts an empirical analysis of several key public products that ensure farmer production and livelihood; the fourth part explores the relationship between the rural public product supply system and farmer burden, focusing on urban-rural dual public product supply systems, extralegal cost-sharing methods for rural public products, the misalignment of subjects in rural public product supply, the mandatory "top-down" decision-making procedures and mechanisms for rural public products, and the lack of effective supervision mechanisms in the use of rural public resources. This book attempts to comprehensively argue the relationship between rural public product supply and farmer burden from the perspective of rural public product supply, pointing out that the unreasonable rural public product supply system is the institutional root of increasing farmer burden, and offers an alternative approach to genuinely alleviate the burden on Chinese farmers.
