Features: Currently, the number of academic papers and monographs on anti-dumping issues in both domestic and international academia is vast, with many offering insightful perspectives. However, the author notes that most works primarily focus on the anti-dumping laws of major countries (e.g., the United States) or regions (e.g., the European Union), or conduct comparative studies between the legislation of these important countries or regions. Research on WTO anti-dumping rules is often limited to specific institutional frameworks. Overall, there remains a lack of comprehensive studies on WTO anti-dumping rules in academia, and there has been no holistic understanding of the intrinsic mechanisms and implementation effects of these rules. Additionally, from a value judgment perspective, existing works mostly concentrate on critiquing the trade protectionist tendencies and irrationality of anti-dumping laws, with fewer in-depth discussions on their rationality, thereby affecting our theoretical examination of WTO anti-dumping rules. This indicates that current research on WTO anti-dumping rules still has certain shortcomings, and the breadth and depth of studies need further expansion and refinement. This paper aims to make breakthroughs in these areas.
This book takes the core part of WTO anti-dumping rules, the "Anti-Dumping Agreement," as its research subject, analyzing the WTO "Anti-Dumping Agreement" from both holistic and partial perspectives. On one hand, it focuses on the "whole" of the WTO "Anti-Dumping Agreement," analyzing its basic framework, legal status, and legal characteristics holistically, and specifically explores its scope of regulation. Meanwhile, it provides an in-depth analysis of anti-dumping issues in the Doha Round negotiations, offering a holistic understanding of the WTO "Anti-Dumping Agreement's" origins, operations, and future prospects. On the other hand, the book starts from the "parts" of the WTO "Anti-Dumping Agreement," conducting specific studies on three key issues within its framework (i.e., dumping, injury and causality, and review standards), thereby clarifying the intrinsic mechanisms of the WTO "Anti-Dumping Agreement."
