New Spaces for Regional Economic Development: An Empirical Study Based on Shaoxing Industrial Clusters and Their Competitiveness

Features: Since the reform and opening-up, the economy of Zhejiang has developed rapidly, forming many distinctive characteristics of regional economic development, which has attracted high attention from economists both domestically and internationally. Industrial clusters are one of the most important characteristics. Industrial clusters represent the organic integration of industrial development and regional economy. In other words, they release a clustering effect by concentrating numerous similar, related, and interconnected enterprises of a specific industry in certain regions. In the northeast of Zhejiang, Shaoxing, with small and medium-sized enterprises as the main body of industrial clusters, has grown alongside the development of rural industrialization and now accounts for half of the city's economic output, becoming a highlight of Shaoxing's economic development. For a long period, people did not realize this unique regional economic development model (often referred to as "block economy" and vividly described as "one village, one product" or "one town, one industry"). In-depth economic research shows that the "industrial cluster" concept more accurately summarizes the geographical concentration of characteristic industries. Industrial clusters not only reflect the dynamic process and outcome of enterprises in a specific industry concentrating geographically but also reveal the intrinsic connectivity of regional characteristic industries, the interaction among enterprises, and the flexibility of production. The practice of regional economic development in Shaoxing fully demonstrates the effectiveness of comprehensively implementing the industrial cluster development strategy. It is precisely by relying on the development of industrial clusters that Shaoxing has successfully found a path to achieve balanced development of urban and rural economies and societies. From a strategic perspective, the significance of industrial clusters for Shaoxing's future economic development will become even more prominent. Industrial clusters, characterized by "concentration," are the development direction for numerous small and medium-sized enterprises. In Shaoxing's current stage of economic development, over 99% of enterprises are private small and medium-sized enterprises. These enterprises can better leverage collective advantages and compete in the market by concentrating in specific regions, forming specialization, intensification, and networking. Similarly, industrial manufacturing is the main force driving Shaoxing's current economic development, and "Shaoxing Manufacturing" also relies on the implementation of industrial cluster strategies. International experience shows that many major institutional and management innovations during the industrialization stage originate from the manufacturing sector. The supply chains of manufacturing are long, with numerous supporting links and complex production methods, requiring appropriate production organization methods to gain strong competitiveness. Industrial clusters initially emerged from manufacturing and are also the most favorable production organization method in the industrial sector for enhancing the competitive advantage of manufacturing. Shaoxing has a solid foundation for developing advanced manufacturing bases, and industrial clusters will provide an important pathway to achieve this grand goal. With the acceleration of the emerging industrialization process, industrial parks need to leverage industrial clusters to enhance their. This book draws on theoretical perspectives and research methods from disciplines such as industrial economics and regional economics, combining detailed cases and practical materials to conduct an in-depth study of Shaoxing's industrial clusters and their competitiveness, proposing some insightful new insights.
