In the nearly six months that have passed, the Chinese public has shown unprecedented enthusiasm in paying attention to and participating in environmental protection, fully exercising the administrative license rights for environmental protection that the law had just granted them. They rode the waves of the environmental protection storm and were tempered in the rule of law for environmental protection. China's environmental protection is moving from the altar of power and the scholars' study to every household, radiating a people-centered vitality. Currently, our country still adheres to the dual value theory of environmental protection, which should include economic development as part of the goals of environmental protection. This dual theory is theoretically advanced, but practically challenging. In recent years, the call for substantive fairness and justice in the legal field of our country has grown louder, while procedural justice and formal fairness seem to have become outdated. As the hard truth of economic development naturally aligns with the requirements of substantive justice, environmental protection is inevitably relegated to a secondary position. This unbalanced dual structure is an undeniable fact in our country. Although our country has enacted numerous laws on environmental protection, including some forward-looking legislation, the weakness of procedural law remains. As a procedural system, environmental protection administrative license hearings are undoubtedly beneficial in resolving the legal dilemmas under the dual value framework. The study of environmental protection administrative license hearings is self-evidently significant for the administration of laws and for law enforcers to better understand and master this system. In fact, the initiative to compile this book originated from environmental protection practical work departments.
