1. New Stage, New Problems, New Challenges Since the reform and opening-up, China's economy has achieved rapid growth, withstood various tests, and maintained a vigorous momentum. One of the main reasons for this is the adherence to the correct reform direction and the path of a market economy.
2. Establishing a Market Economy System Based on People's Well-being Whether from a practical or theoretical perspective, the question of whether China should adopt a market economy during its socialist construction process has long been clearly answered. Today, the issues that require more research and attention are: What kind of market economy do we need? What kind of market economy system should we establish and improve?
3. Fair and Just Distribution of Economic Outcomes Since the reform and opening-up, significant progress has been made in reforming the distribution system. However, the phenomenon of unreasonable distribution remains relatively severe. The reasons for today's unreasonable income distribution are multifaceted. The main reasons include the lack of standardization in the market for property rights transactions, land, and other production factor markets, as well as product and service markets, resulting in chaotic market order. Additionally, deviations in certain institutional designs and policies during the reform process.
4. Deepening Property Rights Reform Both the government, the business community, and academia are very concerned about the reform of state-owned enterprises and the loss of state-owned assets. During the process of enterprise reform, the loss of state-owned assets is an objective phenomenon. The reasons for this loss are diverse, primarily due to incomplete and unstandardized reforms, lack of coordination, underdeveloped markets, chaotic market order, weak legal systems, interference from power, and institutional flaws within enterprises.
5. Solving the "Three Rural" Issues Through Institutional Arrangements To genuinely address China's "Three Rural" issues, coordination from all aspects is necessary, and the improvement of the socialist market economy system is one such condition.
6. Accelerating Alignment with the International Market China's market economy has gradually developed through its alignment with the global economy. Connecting the domestic market with the international market, leveraging the domestic market to explore the international market, and expanding the space for market development are among the important pathways for China's sustained rapid economic growth.
7. Guangdong Must Continue to Lead the Way in Reform and Development In the new stage of development, Guangdong must use the scientific outlook on development to guide the practice of creating new advantages, leading the way in improving the market economy system and creating new institutional advantages.
