Traditional economic theory primarily adopts a two-part approach to analyze this issue, believing that in areas where the market succeeds, resource allocation should be handled by market mechanisms; while in areas where the market fails, the government should allocate resources. The second part, also known as the sixth part, is the mechanism design of government regulation. This part includes three chapters, primarily elaborating on the basic principles of government regulation and analyzing specific insurance fund practices. This part aims to examine the boundary of government regulation and the role of government in the market, as well as analyze the mutual relationship between regulatory agencies and market participants, and evaluate the welfare implications of regulatory activities.
