Features: Basic knowledge and fundamental abilities complement each other, known as "double foundation" (). When exam-oriented methods like "sea of questions," modeling, narrow and difficult questions, and rote memorization become popular and yield results, "double foundation" education is neglected. The severe consequence is the distortion of talent, with high scores but low competence and poor quality. To reverse this situation, the national education examination authorities have made tremendous efforts, and significant changes have emerged in the college entrance exams (Gaokao) and high school entrance exams, with a focus again on testing basic knowledge and fundamental abilities. Taking the 2004 Beijing Math Exam as an example, "innovation awareness and practical ability" accounts for 54 points, making up over one-third of the total score, with the Gaokao emphasizing ability development. However, the situation is serious. From exam results, this section has the highest score value among the five major sections but the lowest pass rate, with an average score of only 16 or 26 points. Developing innovation education and cultivating innovative talent has become urgent. This led to the National Education Science "Fifteenth Five-Year Plan" major project research project Educational Development—An Integrated Study of Innovative Talent, and thus came this series of books Double Foundation Efficiency Handbook for Secondary School Innovation Education.
