Interim Regulations on Integrity in the Practice of Leaders of State-Owned Enterprises

Features: The "Measures for the Integrity of Leaders of State-owned Enterprises (Trial)" (hereinafter referred to as "The Measures") was jointly issued and implemented by four ministries—Central Commission for Discipline Inspection, Central Organization Department, Supervision Department, and the State-owned Assets Supervision and Administration Commission of the State Council on December 12, 2004. "The Measures" is China's first systematic set of regulations specifically targeting the integrity of leaders of state-owned enterprises. Based on relevant national laws, regulations, and Party rules, it adheres to the principle of "treating both root and symptoms, comprehensive governance, combining punishment and prevention, and emphasizing prevention." Building upon the requirements for integrity of state-owned enterprise leaders raised at previous plenary sessions of the Central Commission for Discipline Inspection, "The Measures" fully considers the current situation of state-owned enterprises and proposes behavioral norms for integrity that leaders of state-owned enterprises should follow, as well as measures for handling violations of the regulations. The promulgation and implementation of "The Measures" hold great significance for promoting the integrity of leaders of state-owned enterprises, preventing corruption, advancing the integrity construction of state-owned enterprises, and ensuring their accelerated development. To facilitate the study of "The Measures" by disciplinary inspection and supervision organs at all levels, organizational and personnel departments, institutions that fulfill the responsibilities of state-owned assets investors, state-owned enterprises, and their leaders, the Regulations Office of the Central Commission for Discipline Inspection and the Supervision Commission of the State-owned Assets Supervision and Administration Commission of the State Council jointly compiled the book "The Measures and Related Regulations." This book includes the following five parts: Part I is the "Measures for the Integrity of Leaders of State-owned Enterprises (Trial)"; Part II is related Party rules; Part III is related national laws; Part IV is related administrative regulations; and Part V is related departmental rules.
