Therefore, entering or exiting customs and handling the corresponding declaration procedures at these locations are the basic rules and legal obligations for enterprises regarding the import and export of transportation tools, goods, and articles.
Since China's entry into the WTO in 2001, import and export trade has become increasingly active, with rapidly growing volumes of trade. More and more domestic enterprises are organizing production and distribution for the international market, placing higher demands on customs declaration work. In the fast-paced commercial competition, speeding up customs clearance has become a crucial condition for foreign trade enterprises to engage in market competition. International trade operations of enterprises differ from domestic trade activities. They require not only general commodity and business knowledge but also specialized legal knowledge in various aspects such as international trade, customs declaration management, and policy risks are significant.
The content of customs declaration mainly involves handling import and export procedures for transportation tools, goods, and articles, as well as related customs procedures. Enterprises must strictly adhere to these legal regulations. Especially for the declaration of import and export goods, it requires professionals who are familiar with legal, tax, international trade, and commodity knowledge, as well as those who master customs laws, regulations, and customs business systems.
This book strives to meet the practical needs of enterprises in customs declaration, summarizing various legal issues involved in customs declaration work based on the declaration process of enterprises engaging in import and export trade. The content of this book is compiled based on relevant legal documents from the General Administration of Customs, quality inspection departments, and other authorities, as well as the latest regulations promulgated by the General Administration of Customs in 2005, such as the Regulations of the People's Republic of China on the Registration and Management of Customs Declaration Enterprises and the Administrative Measures of the People's Republic of China on the Taxation of Import and Export Goods.
During the compilation process, efforts have been made in content selection, format arrangement, and expression to adhere to the principle of starting from corporate practices, avoiding obscure and empty theoretical discussions, and emphasizing practicality and operability.
