Features: Organized by the Shanghai Municipal Commission of Agriculture, the 2004 Shanghai "Sannong" Decision Consulting Project Research was conducted through a public bidding process, gathering experts and scholars from Shanghai and other provinces and cities to carry out research. The project has successively formed results. The 2004 Shanghai "Sannong" Decision Consulting Research focused on coordinating urban-rural economic and social development, breaking the bottleneck of the dual structure in the suburbs, planning the agricultural development for the "11th Five-Year Plan," strengthening Shanghai's service to the national agriculture, promoting the development of small-town industries, exploring pilot programs for rural residential land exchange, promoting large-scale grain production, enhancing the supervision of imported agricultural product safety, and effectively protecting farmers' basic rights and interests, as well as establishing mechanisms to increase farmers' income. The research conducted on more than ten topics in these areas has proposed many valuable ideas and suggestions, which will provide new insights for advancing Shanghai's "Sannong" work. The relevant content and viewpoints of the research results in the book are just one perspective, representing research and exploration, where the wise see wisdom and the benevolent see benevolence. These research outcomes have now been compiled into a book for publication, primarily to provide references for government decision-making consultations and secondly to expand readers' perspectives and offer insights for further research, with the aim of achieving greater results.
