Features: Since the publication of the first volume of Journal of Constitutional and Administrative Law, edited by the Research Center for Constitutional and Administrative Law, Renmin University of China, it has garnered widespread attention from all sectors of society and achieved positive social effects, providing another research platform for the field of constitutional and administrative law. Based on extensive solicitation of opinions and suggestions from various stakeholders, and after more than half a year of planning and editing, the second volume of Journal of Constitutional and Administrative Law is now presented to a broad readership. This volume has undergone significant adjustments to its section design, while retaining the existing "Theme Discussion" and "Special Articles on Constitutional and Administrative Law." Additionally, three new sections have been added: "Overseas Perspectives on Constitutional and Administrative Law," "Doctoral Forum," and "Legislative Research and Recommendations." The content is more diverse, and the format aims for innovation. The "Theme Discussion" in this issue focuses on the hot topic of human rights and fundamental rights. The fourth constitutional amendment has enshrined the principle of "the state respects and safeguards human rights" in the Constitution, which undoubtedly holds profound and far-reaching significance for China's constitutional development and has attracted widespread attention from the constitutional law community. The "Doctoral Forum" is a special section dedicated to providing a platform for doctoral students to share their insights and expertise.
