Features: To implement the "Environmental Protection Law of the People's Republic of China" and the "Air Pollution Prevention and Control Law of the People's Republic of China," to control vehicle pollutant emissions, and to improve ambient air quality, this standard has been formulated. This standard is a revision and consolidation of GB14761.5-93 "Emission Standard for Pollutants from Spark-Ignition Engines at Idling" and GB/T3845-93 "Measurement of Exhaust Emissions from Spark-Ignition Engines—Idling Method." This standard specifies the emission limits and measurement methods for exhaust pollutants from spark-ignition engine vehicles under idling and high-idling conditions, as well as three simplified driving cycle measurement methods: steady-state condition method, transient condition method, and simplified transient condition method. This revision has added emission limits for high-idling conditions and requirements for the air-fuel ratio (λ). In accordance with relevant legal provisions, this standard is mandatory. This standard was proposed by the Science and Technology Standards Department of the State Environmental Protection Administration. The drafting units of this standard are: Chinese Research Academy of Environmental Sciences, Research Institute of Highway, Ministry of Transport. The State Environmental Protection Administration approved this standard on May 30, 2005. This standard shall come into effect on July 1, 2005, and the "Emission Standard for Pollutants from Spark-Ignition Engines at Idling" (GB14761.5-93), "Measurement of Exhaust Emissions from Spark-Ignition Engines—Idling Method" (GB/T3845-93), and "Emission Limits and Measurement Methods for Exhaust Pollutants from In-use Vehicles" (GB18285-2000) shall be simultaneously revoked. This standard is interpreted by the State Environmental Protection Administration.
