Features: To standardize the process of master's degree application by individuals with equivalent academic qualifications and ensure the quality of degree conferment, the 16th meeting of the State Council Academic Degrees Commission decided to introduce a national unified examination on comprehensive academic level for applicants with equivalent academic qualifications. Applicants for master's degrees with equivalent academic qualifications must obtain the "Certificate of Qualification for the National Unified Examination on Comprehensive Academic Level" in their respective disciplines, which is a prerequisite for obtaining the master's degree. The purpose of the comprehensive academic level examination is to strengthen the macro-control and standardized management of the conferment of master's degrees to individuals with equivalent academic qualifications by the state, and it is an important part of the national assessment of the professional knowledge structure and level of applicants for master's degrees with equivalent academic qualifications. In 2003, experts were organized to compile and publish the "Outline and Guide for the National Unified Examination on Comprehensive Academic Level for Public Administration Applicants with Equivalent Academic Qualifications for Master's Degrees." Over the past two years, based on the suggestions of a large number of candidates and relevant experts, we have revised this book carefully on the basis of summarizing the experience of recent years' unified examinations. The revised outline (Second Edition) will serve as the basis for the unified question-setting of the comprehensive academic level examination for applicants with equivalent academic qualifications for master's degrees in the coming years. It can be used as a reference for teaching and tutoring by universities and colleges, as well as a study and preparation reference for candidates.
