Features: To regulate the process of master's degree application by individuals with equivalent academic qualifications and ensure the quality of degree conferment, the 16th meeting of the State Council Academic Degrees Commission decided to introduce a national unified examination on comprehensive academic level for applicants with equivalent academic qualifications. Starting from September 1, 1999, individuals applying for master's degrees with equivalent academic qualifications must obtain the "Certificate of Qualification for the National Unified Examination on Comprehensive Academic Level in the Relevant Discipline" to meet the prerequisite for obtaining the master's degree. The purpose of the comprehensive academic level examination is to strengthen the macro-control and standardized management of the national master's degree conferment for individuals with equivalent academic qualifications, and it serves as an important step in the national assessment of the professional knowledge structure and level of applicants for master's degrees with equivalent academic qualifications. In 1998, experts were organized to compile and publish the "Outline and Guide for the National Unified Examination on Comprehensive Academic Level in the Legal Discipline for Applicants with Equivalent Academic Qualifications." In 2000, based on the experience of the pilot program, it was revised times and published in December of the same year. Over the past three years, following suggestions from a large number of examinees and relevant experts, and based on the experience of recent national unified examinations, we have organized experts from relevant fields to revise this book for the second time. The revised outline (third edition) will serve as the unified examination basis for the comprehensive academic level examination for applicants with equivalent academic qualifications since 2004 for the coming years. It will also serve as a reference for universities and colleges in teaching and tutoring, as well as a study and preparation resource for examinees.
