Features: To adapt to the needs of the socialist market economy, improve the quality of real estate appraisers, regulate the real estate appraisal market, fully play the role of real estate appraisers in real estate market management, achieve alignment of China's real estate appraisal system with international practices, the Ministry of Housing and Urban-Rural Development and the Ministry of Personnel jointly issued the "Provisional Regulations on the Professional Qualification System for Real Estate Appraisers" and the "Implementation Measures for the Professional Qualification Examination for Real Estate Appraisers." The Ministry of Housing and Urban-Rural Development organized experts to compile the "National Real Estate Appraiser Professional Qualification Examination Syllabus for 2005," which was approved by the Ministry of Personnel. The new "Examination Syllabus" stipulates that the examination is divided into four subjects: "Basic Real Estate Systems and Policies" (including "Real Estate Appraisal Related Knowledge"), "Real Estate Development and Management," "Real Estate Appraisal Theory and Methods," and "Real Estate Appraisal Case Analysis."
"Basic Real Estate Systems and Policies" mainly examines the candidates' understanding and mastery of China's main laws, regulations, systems, and policies regarding real estate; "Real Estate Development and Management" mainly examines the candidates' mastery of basic theories and knowledge in real estate investment, the real estate market, real estate development, development project evaluation, financing for real estate development projects, property asset management, etc.; "Real Estate Appraisal Theory and Methods" mainly examines the candidates' mastery of the basic concepts, theories, methods, and their application in real estate appraisal; "Real Estate Appraisal Case Analysis" mainly examines whether the candidates have preliminarily acquired the ability to independently conduct real estate appraisal business and independently write appraisal reports; "Real Estate Appraisal Related Knowledge" mainly examines the candidates' mastery of basic knowledge in economics, finance, insurance, securities, auction, statistics, accounting, urban planning, civil engineering, project cost, real estate surveying, and law. The basic requirements for the examination content of each subject are divided into three levels: mastery, familiarity, and understanding. The content that requires mastery is the key content; the content that requires familiarity is the important content; the content that requires understanding is the related content. These contents reflect the theoretical knowledge and professional skills of a real estate appraiser. In the examination content, the proportion of mastered content accounts for about 60%, the proportion of familiar content accounts for about 30%, and the proportion of understood content accounts for about 10%. The new "Examination Syllabus" specifies the nature and standards of the examination, which serves as the basis for the unified question-setting of the National Real Estate Appraiser Professional Qualification Examination. The question types for each subject are as follows: "Basic Real Estate Systems and Policies" (including "Real Estate Appraisal Related Knowledge") has the question types of: multiple-choice questions, multiple-choice questions, true-or-false questions, and comprehensive analysis questions; "Real Estate Development and Management" has the question types of: multiple-choice questions, multiple-choice questions, true-or-false questions, and calculation questions; "Real Estate Appraisal Theory and Methods" has the question types of: multiple-choice questions, multiple-choice questions, true-or-false questions, and calculation questions; "Real Estate Appraisal Case Analysis" has the question types of: multiple-choice questions, open-ended questions, error identification questions, and correction questions. However, the scoring values for the same question types in different subjects are different.
