After being reviewed by the 12th and 16th sessions of the Standing Committee of the 10th National People's Congress, the Chairman's Meeting decided to publish the full text of the Draft Property Law of the People's Republic of China for public comment to further study and revise it before submitting it to subsequent sessions of the Standing Committee of the National People's Congress for review. Publishing the Draft Property Law of the People's Republic of China for public comment is a major initiative taken by the Standing Committee of the National People's Congress to adhere to the mass line, fully promote democracy, and enhance the transparency of legislative work. It is also a beneficial exploration to advance the scientific and democratic development of legislation. All relevant parties must attach great importance to this matter, organize it meticulously, and ensure the smooth progress of the work. The relevant matters are notified as follows:
1. All provinces, autonomous regions, and municipalities directly under the Central Government are requested to be responsible for soliciting and collecting opinions from their local National People's Congress deputies and relevant departments, as well as from legal teaching and research institutions. The opinions should be summarized and submitted to the Legal Affairs Commission of the Standing Committee of the National People's Congress by August 20, 2005.
2. The public in various regions may submit their opinions separately to the Standing Committee of the National People's Congress of their respective provinces, autonomous regions, or municipalities directly under the Central Government, or directly to the Legal Affairs Commission of the Standing Committee of the National People's Congress. Opinions may also be submitted through the China NPC website. The postal code of the Legal Affairs Commission of the Standing Committee of the National People's Congress is 100805. 3. The Legal Committee of the National People's Congress and the Legal Affairs Commission of the Standing Committee of the National People's Congress will further solicit opinions from relevant departments and various individuals.
4. Central and provincial-level newspapers, radio stations, television stations, and other media are requested to organize the publication and broadcast of articles discussing the Draft Property Law of the People's Republic of China, as well as report on the discussions and opinions.
