Features: Shenzhen, located in the South China region of China, is close to Hong Kong and Macau and has access to maritime transportation routes worldwide. With this favorable external environment, coupled with strong support from inland provinces and cities, it has developed into a highly economically powerful city in just over a decade. While achieving rapid economic growth, it has not neglected environmental protection efforts, making it a model city in China for synchronized economic, social, and environmental development. In the late 1980s of the 20th century, Shenzhen built China's first municipal waste incineration power plant, which has been in operation ever since. Under continuous technological upgrades, the plant's emission indicators generally meet environmental quality standards, contributing significantly to the sustainable economic development and environmental protection of Shenzhen.
Since the 1990s, Shenzhen has first initiated the planning and construction of the Xiping Landfill. This landfill can be considered one of China's earlier, larger (with a daily processing capacity of over 1,000 tons), and higher-standard safe waste disposal facilities. Additionally, the economic development and population growth in Longgang District, under Shenzhen's jurisdiction, have been rapid, leading to a significant increase in waste generation. In response, the Longgang District government has strengthened its environmental protection efforts, particularly by enhancing cooperation with the Chinese Research Academy of Environmental Sciences. At the time, the Chinese Research Academy of Environmental Sciences had completed the "Eighth Five-Year Plan" national science and technology key project "Research on Safe Landfill Disposal Technology for Solid Waste" and achieved fruitful results. This project was successfully and comprehensively applied in Longgang District, Shenzhen.
First, based on the site selection technical standards and guidelines for safe waste landfills completed under the "Eighth Five-Year Plan" science and technology key project, a comprehensive site selection effort was conducted across all towns in Longgang District. Under the planning guidance of the Longgang District government, the Longgang District Environmental Protection Bureau, and the Longgang Planning and Land Resources Bureau, the site selection and environmental impact assessments for landfills in Shenzhen's Longgang District were completed successively in the 1990s. These projects ensured that all industrial waste and domestic waste generated in towns and villages under Longgang District's jurisdiction could be safely and harmlessly disposed of.
After the site selection and environmental impact assessment for the Longgang District Central City Waste Incineration Power Plant project were completed in 1997, the project has now been fully constructed and put into operation, yielding significant environmental, economic, and social benefits. The Baiji Lake Waste Incineration Power Plant and ash landfill, which serve the towns of Honggang, Bujing, and Pinghu in Longgang District, are currently under full-scale construction. The site selection work for the domestic waste of the five eastern towns in Longgang District—Pingshan, Pindu, Kuiyong, Dapeng, and Nan'an—spanning from 1998 to 2002, has been largely completed over four years, laying a foundation for the treatment and disposal of urban domestic waste.
The Shenzhen Longgang District Environmental Protection Bureau, the Longgang Planning and Land Resources Bureau, and the Chinese Research Academy of Environmental Sciences have accumulated valuable experience and insights from the completion of the aforementioned projects. To promote the vigorous development of safe solid waste disposal in cities across China and strengthen environmental protection efforts, ensuring coordinated economic growth and environmental protection, and rapidly shifting from the past "pollute first, treat later" mindset, while improving the technical expertise of leaders and environmental protection professionals, is the purpose of writing this book, "Application and Practice of Environmental Management Technology for Solid Waste."
Previously, we published "Technology for Safe Discharge of Solid Waste" in 1995, "Technology for Site Selection and Investigation of Safe Waste Landfills" in 1998, and "Technology for Environmental Impact Assessment of Safe Waste Landfills" in 2002. With the publication of this book, we believe that despite imperfections in its content, these books collectively form a systematic technical approach to the safe treatment and disposal of solid waste, laying a foundation for the development of safe waste disposal technology in China's environmental protection efforts and serving as a catalyst for further progress.
We believe that the most challenging and labor-intensive aspect of urban environmental pollution control is the safe treatment and disposal of solid waste, a long-term issue. Therefore, driving the development and innovation of technology for the safe treatment and disposal of solid waste is an undeniable responsibility for all scientists and professionals across various industries. Only in this way can our economy achieve sustainable development, and the improvement of people's living standards can be reliably guaranteed.
Especially in the context of China's current Western Development Strategy, it is essential to learn from advanced domestic and international experiences in urban construction and development, ensuring that economic growth and environmental protection proceed in tandem. To some extent, environmental protection efforts should even be appropriately advanced to lay a solid foundation for economic development.
During the writing of this book, we received strong support and assistance from the Shenzhen Municipal Government, the Longgang District Government, various levels of environmental protection bureaus, and the Longgang Planning and Land Resources Bureau. We express our gratitude here. We would also like to specially thank the Chinese Research Academy of Environmental Sciences and all project participants in Longgang District for their hard work and efforts, which have contributed to these achievements.
We hope that the publication of this book will promote cities in China to enhance their strategies and progress in the safe treatment and disposal of solid waste, providing technical guidance. This will contribute to an increasingly positive environmental outlook for urban and rural areas in the 21st century. Additionally, we hope this book will serve as a valuable reference for environmental science and technology professionals, as well as for college and graduate students in their work and studies.
