Features: Established in November 1949, Xinhua Monthly is a large-scale monthly political and documentary publication of New China, compiling important documents and materials published by our Party and State at different periods. The first volume of Selected Important Documents of the Party and State Since the 16th National Congress, edited by Xinhua Monthly, collects important documents made public from November 2002, when the 16th National Congress of the Party was held, to March 2004, when the second session of the 10th National People's Congress concluded. These include resolutions, decisions, conference bulletins of the Central Committee of the Communist Party of China, the National People's Congress, the State Council, and the National Committee of the Chinese People's Political Consultative Conference, as well as laws and regulations issued, important reports, speeches, and writings by central leaders, white papers published by the State Council Information Office, and the National Economic and Social Development Bulletin released by the National Bureau of Statistics. For the convenience of readers, the documents in this book are organized into three major categories—“Politics,” “Economy,” and “Culture and Science”——as featured in Xinhua Monthly, with subcategories arranged in chronological order. Most of the collected documents were either fully or partially published in Xinhua Monthly. For those not fully published in Xinhua Monthly at the time, the source is noted at the end of the document.
