Features: The "Three Rural Issues" (nong, xiang, nong) that China faces, primarily focus on rural development and peasant employment under the conditions of small-scale rural economies. From the lessons of 20 years of reform, only continuous deepening of reform can promote the development of the "Three Rural Issues." If we place the micro-study of the peasant issue, rural economy, and agriculture within the context of national institutional change and resource and environmental constraints, and examine China's problems from the macro perspective of national economic development, we can form a preliminary hypothesis for studying rural institutional issues: China's problem is "a developing peasant country with relatively poor resource endowments, pursuing Western-dominated industrialization through inward-oriented self-accumulation." Under this premise, when discussing China's "Three Rural Issues," in addition to adhering to Marxist political economy in accordance with constitutional principles, the theories primarily to be borrowed and discarded are development economics and institutional economics.
