This research report, which embodies the wisdom and efforts of over 100 domestic experts and scholars, focuses on the leading development of eastern cities, rapid rise of central cities, and advantageous development of western cities. As the first systematic research report on the core issues of China's urban "11th Five-Year Plan," it examines the achievements and challenges of China's rapid urbanization during the "10th Five-Year Plan" period. It also analyzes the new opportunities and challenges faced by Chinese cities under the new international and domestic economic and social conditions, delves into the major theoretical and practical issues of urban development strategies and urban management in the strategic opportunity period of the next 20 years. The report comprehensively elaborates on the strategies of leading development in eastern cities, rapid rise in central cities, and advantageous development in western cities during the "11th Five-Year Plan" period. It also focuses on analyzing the overall trends of Chinese cities implementing metropolis cluster strategies, promoting the formation of urban industrial clusters, and building a three-in-one structure of urban clusters, city circles, and urban belts in a layered, grouped, and plate-like development pattern. The report, with 2 million words, is divided into three volumes and covers 22 topics. At the Beijing Summit of the 5th Beijing Chaoyang International Business Festival · China Urban Forum held today, Lian Yuming, the team leader of the "Research Report on Core Issues of China's Urban '11th Five-Year Plan" and the president of Beijing International City Development Research Institute, stated that the next 5 to 10 years will be a critical period for Chinese cities to transition from primary to advanced levels, from general to specialized, and from tactical to strategic. He proposed four core concepts for the research on China's urban "11th Five-Year Plan":
- Guiding the planning process with the scientific development concept is the ideological mainline of the "11th Five-Year Plan."
- Optimizing spatial layout, industrial structure, and development environment are the core content of the "11th Five-Year Plan."
- Coordinating urban-rural development and prioritizing the development of social undertakings are the strategic focus of the "11th Five-Year Plan."
- Advancing government reform is the key link of the "11th Five-Year Plan."
It is reported that the final views of the report are based on a solid practical foundation. The team of experts conducted research by using leading domestic cities as samples, engaging with government leaders of cities such as Beijing's Chaoyang District, Dalian, and Chengdu, conducting in-depth exchanges with residents in streets, communities, enterprises, and various sectors, organizing targeted surveys, and holding academic seminars and forums. Currently, the "Research Report on Core Issues of China's Urban '11th Five-Year Plan" team is carrying out follow-up work, conducting typical case studies on cities such as Harbin, Changchun, Shenyang, Dalian, Jinan, Qingdao, Wuhan, Nanjing, Ningbo, Hangzhou, Xiamen, Guangzhou, Shenzhen, Xi'an, and Chengdu, and will gradually publish the research findings.
