Faced with this booklet, "Malcolm Baldrige National Quality Program of the United States—Excellence Framework," you may have a series of questions: What is the Excellence Framework? What is its purpose? Can I or my organization benefit from it? How difficult is it to implement the criteria? Over the past decade or so, two notable trends have emerged in organizational management. One trend is that many governments around the world have established national quality awards to elevate the management standards of various organizations and strengthen and enhance the competitiveness of their industries. The second trend is that the criteria for national quality awards have become benchmarks for organizations to evaluate their own management standards and guide internal improvement efforts. The criteria of the U.S. Malcolm Baldrige National Quality Award are known as the Excellence Framework and have become de facto international standards for business management. Self-assessing organizational performance against these award criteria has become a global trend over the past decade. It is worth noting that based on reference to world-renowned quality award criteria and combined with China’s practices, the Chinese National Standard GB/T 19580 was officially released in August 2004.
