People have become increasingly aware that the success of railway reform and restructuring must meet multiple conditions, including promoting economies of scale on networks, reducing transaction costs, enhancing competitive efficiency, establishing incentive and constraint mechanisms for operators, and rationalizing special property relationships. As a result, the direction of reform has gradually become clearer.
