Features: As a staunch advocate of the theory of balance, I have always been troubled by the question of "what will be the future of the theory of balance." I have tried to find answers in various ways. For example, I might spend time alone in a dimly lit study, or share aspirations with other proponents of the theory, or engage in fierce debates with those who question it. What will the future landscape of the theory of balance look like? My answers to this question have always been cautious, cautious to the point of being able to remain silent on the matter. Frankly, just as I did not predict the current state of the theory of balance five or six years ago, I do not have absolute certainty about its future image in the next five or six years, or even longer. However, in the near future, the theory of balance will undoubtedly become the theoretical foundation of modern administrative law, and even modern public law. On this point, I have always been full of confidence and have never wavered.
