1. This study guide is designed as supplementary material for the "National Level Textbook for Ordinary Higher Education 'Fifteen-Year Plan'" Public Finance (4th Edition), edited by Professor Chen Gong of Renmin University of China.
2. The purpose of this study guide is to broaden students' horizons, deepen their thinking, and comprehensively master and understand the basic knowledge, theories, and management skills of public finance, thereby improving learning quality and enhancing exam-taking abilities.

As supplementary material for the Public Finance (4th Edition) textbook, this study guide closely aligns with the chapter structure of the original text, featuring 16 chapters (excluding the Introduction). Each chapter includes three parts: Background Information, Exercises, and Reference Answers.
- Background Information includes:
(1) Highlights of the chapter's learning themes.
(2) Learning objectives and requirements. Based on the textbook content, key points of each chapter are summarized into three levels—understanding, comprehension, and mastery—to emphasize key and challenging areas.
(3) Background materials. Except for Chapters 9, 13, 14, and 16, each chapter provides relevant background knowledge, theoretical reasoning, model derivations, and case analyses related to the textbook content, enriching the material and offering readers a broader platform for learning and reflection.
- Exercises include five types: terminology definitions, fill-in-the-blanks, true/false, multiple-choice, and short-answer questions. Among them, "terminology definitions" and "short-answer questions" are selected from the "Key Terms" and "Review and Reflection" sections at the end of each chapter in the original textbook. The other objective types are carefully designed to focus on learning difficulties and requirements, helping readers reinforce their understanding of key concepts.
- Reference Answers provide solutions to the exercises in the second part, serving as a reference for students' learning.
4. The features of this study guide are:
(1) Fully aligned with the textbook content, offering learning strategies and methods while providing extensive background materials to enrich students' understanding of public finance and help cultivate and improve their learning interest.
(2) Exercises highlight key points, with moderate difficulty levels, combining subjective and objective question types to suit preparation and review for various exams.
(3) As a reference for the textbook, the answers provided in this guide offer only one possible approach or perspective. Students may adjust their answers based on the guide's solutions or explore alternative solutions from their own learning and understanding, as long as their responses are logical.
5. This study guide is edited by Professor Chen Gong as the chief editor and Dr. Wang Jun as the executive editor. Contributing members include Zhou Runing, He Yang, Xu Weida, Zhao Kai, and Du Qianqian. Li Jianbo participated in the proofreading of the book.
