China, at a critical strategic stage, faces the historical mission of realizing the great rejuvenation of the Chinese nation. The 16th National Congress made a strategic deployment for building a moderately prosperous society in all respects, which is a vast and comprehensive engineering project involving all aspects and fields of society. Learning from history, the experiences of world historical development have revealed the important role of capital markets in national development. A healthy, efficient, and stable capital market is conducive to improving the utilization level of social resources, enhancing economic efficiency, achieving sustainable development, and strengthening a nation’s comprehensive strength. The Party Central Committee and the State Council have deeply recognized the important role of capital markets and have made it a key strategic task to vigorously develop them.
China’s capital market has made tremendous achievements and contributed significantly to socialist construction. In the face of new circumstances and historical missions, how to further promote the reform, opening-up, and stable development of the capital market to better serve the grand goal of building a moderately prosperous society in all respects is an urgent issue before us. The 16th National Congress proposed advancing the reform, opening-up, and stable development of the capital market. Currently, China’s securities market faces favorable opportunities and conditions. Building a moderately prosperous society in all respects requires investment, and the substantial growth of household savings and the establishment and improvement of the social security system will inevitably bring investment demand. These two aspects of demand provide vast development space for China’s capital market.
China is a developing country in the process of transition, and optimizing structure and improving efficiency are important contents of China’s economic development. A centralized and unified securities market plays a special role in breaking down the segmentation of factor markets and achieving cross-industry, cross-regional, and cross-industry optimization of resources. Currently, China’s investment and financing system is still dominated by indirect financing, and an increase in the proportion of direct financing in the financial system will help optimize financial resource allocation, diversify financial system risks, and improve the service efficiency of the financial system to the national economy. The deepening reform of state-owned enterprises requires the securities market to further play its role in cultivating and standardizing market entities such as listed companies and to serve as a model and driving force for the reform of state-owned enterprises. A sound fiscal policy needs to boost private investment, and a prudent monetary policy must pay attention to the price of securities assets and the liquidity demand of the securities market.
