Features: In October 2004, nearly 100 experts and professors completed the revision of the "Outline for the Open Selection of Party and Government Leaders" (Trial Version) promulgated in January 2000 and officially implemented it. It further standardizes the content, assessment criteria, and methods of open selection and competitive appointment exams, serving as the standard and basis for cadre selection and assessment work. Correctly grasping and fully implementing the "Outline" is of great significance for standardizing the selection and assessment of Party and government leaders, guiding cadres to strengthen learning, enhance skills, improve qualities, and advance the implementation of open selection and competitive appointment systems.
After extensive practice and exploration across the country in recent years, the organization and question-setting for open selection and competitive appointment exams of Party and government leaders have shown some new characteristics and trends. For example, the trend toward standardization in question-setting, increased difficulty, and enhanced targeting has emerged. The Important Thought of Three Represents and the 16th National Congress have become the focus and hot topics of current question-setting. Purely memory-based questions have been reduced, the difficulty of question-setting varies according to the requirements of different positions, and greater emphasis is placed on assessing thinking and practical operational skills.
Based on an understanding of these new trends in open selection and competitive appointment exams, we have compiled the "Series of Specialized Teaching Materials for the Open Selection and Competitive Appointment of Party and Government Leaders" to enable cadres to gain a deeper understanding of the format and question-setting direction of these exams, better grasp the key assessment points, and improve their performance. This series includes five books: "Specialized Teaching Materials," "Standardized Practice Tests," "Comprehensive Collection of Past Exam Papers," "High-Scoring Question Bank," and "Interview." It is published by the China Party History Press. This book is one of the series. The entire set has the following features:

All the authors are from the Central Party School, the National School of Administration, the School of Government at Peking University, and the School of Public Administration at Renmin University of China. They have extensive experience in question-setting for open selection and competitive appointment exams of Party and government leaders, enabling them to fully grasp the requirements and latest trends of the exams.
