Features: In October 2004, nearly 100 experts and professors completed the revision of the "National Open Selection Examination Syllabus for Party and Government Leaders (Trial)" issued in January 2000 and officially implemented it. The revised "National Open Selection and Competition Examination Syllabus for Party and Government Leaders" (hereinafter referred to as the "Examination Syllabus") is guided by Deng Xiaoping Theory, the Important Thought of Three Represents, and the spirit of the 16th National Congress. In line with the central requirements to strengthen the Party's governance capacity, implement the strategy of building a strong nation through talent, deepen the reform of personnel and cadres systems, and build a high-quality cadre team, the revised syllabus summarizes and absorbs new experiences in cadre examination and assessment in recent years, further standardizing the content, assessment criteria, and methods of open selection and competition examinations. It serves as the standard and basis for cadre examination and assessment work. Correctly grasping and fully implementing the "Examination Syllabus" is of great significance for standardizing the selection and assessment of Party and government leaders, guiding cadres to strengthen learning, enhance skills, improve qualities, and promote the implementation of open selection and competition systems.
After extensive practice and exploration across the country in recent years, the organization and question-setting work for open selection and competition examinations for Party and government leaders have shown some new characteristics and trends. For example, question-setting tends to become more standardized, with increased difficulty and enhanced targeting. The Important Thought of Three Represents and the 16th National Congress have become the focus and hot topics of current question-setting. Purely memory-based questions have decreased, and the difficulty of question-setting is adjusted based on the needs of different positions, with greater emphasis on assessing thinking and practical operational skills.
Based on an understanding of these new trends in question-setting for open selection and competition examinations, we have compiled the "Series of Specialized Teaching Materials for the Open Selection and Competition Examination of Party and Government Leaders" to help cadres gain a deeper understanding of the format and question-setting direction of these examinations, better grasp the key assessment points, and improve their performance. This series includes five books: "Specialized Teaching Materials," "Standardized Practice Tests," "Comprehensive Collection of Past Exam Papers," "High Score Question Bank," and "Interview." It is published by the China Communist Party History Press. This book is one of the books in this series.
The entire series has the following features:

All the authors are from the Central Party School, the National School of Administration, the School of Government at Peking University, and the School of Public Administration at Renmin University of China, with years of experience in question-setting for open selection and competition examinations for Party and government leaders. They can fully grasp the requirements and latest trends of the examination.
